In the lower corner of the block near the oil pan? Is the hose blocked off? Without any other info it sounds like a home fashioned block drain to remove coolant.

It sounds like exactly what I described. Someone rigged a homemade block drain and never plugged it or the plug fell out. Simply unsrcrew the fitting from the side of the block and put a plug in it's place.
