The first letter in a casting means:
C=60
D=70
E=80

The first numeral in a casing is the year:
1=1
2=2
3=3

So,
D9=79
C6=66
E4=84

That is the casting number, if you want the specific date the block was cast, then look up the date code, this is a number/letter/number combination, usually near the casting # on small blocks. Although the casting # indicates it's a 79 block, it could have been cast anytime from late 78 to whatever year Ford discontinued casting that particular block.
