Wouldn't the hood already be grounded from being bolted on to the car? I used to think it was the hood ground but I don't even know if mine would touch the hood or not. That's the only thing I could actually figure out it would be there for but just couldn't understand the reason behind it being there.

Hinge joints make poor grounds since the hinge pins are often dirty from paint or metal that has rubbed of. The oil or grease used to lubricate them is also and insulator.
