When to replace the rear axle stabilizer shocks (quad shocks)?

If you get bad wheel hop they might be bad, but I tossed mine away when I put uca's and lca's in
 
Is it necessary to replace both the upper and lower control arms, or can the benefits be noticed with only the lowers? BTW, what are the major benefits of lower control arms, other than the removal of the quad shocks? I don't drag/street race, so will I notice improved handling on the streets? Thanks again!
