Where and what is the spout???????????????

Can anyone help with step by step intrcutions on advancing timing/ I know you have to remove some sort of spout but im not even sure where it is? Other than a timing light is that all you need?

an oil oencil for the balancer will help. or map color crayon

the spout is at teh fender by the MAF
