Wiring Issue - A Flash And A Zap / Heater

i am having a problem with a couple things i was messin with wires behind my glove box on my 1990 gt well i apparently moved something wrong bcuz it semed like i seen a flash and heard a small snap and the air bag light started to flash the next time i started the car. previous owner removed the a/c and i was in search of a way to make the heater come back to life without the air. a tip on this would help as well. but a while later the dash lights went out. i removed #13 fuse and all i had was a 30n amp handy a no no i know but it was all i had. anyways that fixed for 15 mins but then theyn went out again but nextn morning i checked the fuse to rteplace it with the right one and its not blown now what???? im at a loss all the books i have do not give me any schematics for the airbag or dash lights circuts

When dealing with electrical issues I always take a deep breath and think 'can I figure this out?' Then I give up and take it to my mechanic friend.
No, seriously, lets see if we can help ya,
First thing is put the correct fuse back in where the 30amp was.
You should be able to find some diagrams on the tmoss website,
Find the stuff that is on the same fuse that blew out #13 you said, with a test light see if you have power at that fuse, if you do then move to the stuff that work with that fuse, ie; fan motor, windows or whatever works with that fuse.
If no power at that fuse you will need to find the fusable link that powers that fuse, the fusable link may power up several things so see if anything else is not working,
The previous owner may have left a wire bare or a loose connection that shorted out.
I take it that your fan motor for the heat was not working, correct?
 
Before you fry your EEC or worse, disconnect the battery.
Then go here and get the schematic for you car and start tracing the wires with eiher a power proble or a DVOM for continuity

Never put a higher load amp inplace of an existing fuse. The amp rating is there for reason- to protect wires and circutry.

My guess is you disconnected wiring going to the airbag module which is behind the stereo, however if the PO hacked up the car, you will need to be patient and see you have
