Wiring question (low speed fan)

So, I'm wiring up my fan to a set of switches. I opened the kick panel to get to the wiring harness. I wire up the high speed switch to the green with purple stripe wire and everything works great. I hooked up the dark blue (which is the low fan speed) wire and the low speed fan does not kick on. Do I have the wrong dark blue wire? Do I need to run a wire from the CCRM to the switch instead of the kick panel or do I have a bad relay? Thanks ahead of time.

Most of us indeed use the CCRM as our tapping location.
