would a rotted gas line smell?

my car has always smelled like gas from the outside, but it has never leaked. I just found that a section of my gas line is pretty rotted, could that cause the smell? the only problem i have fuel related is that my car runs a bit rich... could this also be the source for the problem?
 
It could be. I would also note to check the EVAP purge solenoid lines. They run from the pass fender to the intake. The lines get real brittle/vulcanized and could give off a fuel smell (as can a cracked charcoal cannister, etc).

In order to change most of the EVAP lines (not the one from the solenoid to the intake) do we have to remove the plastic inner fender?
