As already noted, it is optional for dealers to participate.
However, you might want to call a local dealer again, but this time ask for the person who handles fleet orders. Sometimes, that person is more inclined to handle a x-plan order.
When I ordered my '03 under the x-plan, that is the person at the dealership who actually handled the order (not a showroom salesperson).
