Check engine light "wont" turn on, not even during startup! Help!

I'm trying to "legally" smog my car because it's the cheaper route for me. I'm keeping the car for myself. I replaced the bulb and checked the fuses, still no "service engine soon" light when I turn the key...? The cluster was replaced before me, do you think maybe it's the wrong cluster and that's why the computer can't recognize it? Could that be possible?

Can you do a pinout test to see if there is any power being sent to it with the key in the on position? wmburns to double check this for you.

I'm going to do that tomorrow. This is my first mustang and personally I don't care for the convertible top and I don't like the older body style stangs. I'm posting my car for sale. Everything is fixed and the top works great now and theres no oil leaks.

OBTW, what does the ODB2 scanner say is the MIL status? Are you aware that the inspection stations use what the ODB2 scanner say and not what the cluster light bulb says?

Oh sorry, forgot to post the update. The SES light comes on now and shuts off as it's supposed to. I found out the guy had put paper in the bulb socket so the light wouldn't come on.
