I'm trying to find out what's the name of this part running behind the engine and connected to this hose going to the water pump looks like.

Thermactor crossover tube.

The hose runs from the air pump located below the alternator to that pipe, which pumps air into the heads with the goal of helping the pre-cats acheive max efficiency during vehicle warmup. When the car is warm, the air is routed own to the H-pipe to feed those cats.

If you have no converters on the car, you can pull this all off and block the ports on the heads.

Bingo. YES You got it. I lost power and I hear it hissing.. Thanks
 
Back yard hack if you're not going to replace it, cut the tube an inch or so from the end that bolts to the head, smash it shut, fold it over then dig some of the crud out of the inside of the flat side, clean it with some brake cleaner and fill it with JBweld, let it sit a few hours, clean the gasket surfaces, new gasket or some red gasket maker, bolt it on and let it set over night.
 
I used the block off plates from lmr when I removed my smog pump. I sealed them with copper rtv and all has been well since. They work well and are inexpensive. The ports on the back of my heads were carboned shut anyway.
