The rocker ratio itself has nothing to do with whether they fit under the valve covers. I have a set of Scorpion 1.6 RRs that will not fit under the stock cover and a set of FMS 1.7s that do. It depends on the rockers. The rocker ratio itself has nothing to do with whether they fit under the valve covers. I have a set of Scorpion 1.6 RRs that will not fit under the stock cover and a set of FMS 1.7s that do. You can kind of see how the Scorpions in this image are just a bit "beefier" when compared to FMS RRs.
