What kind of budget? If you don't want to spend a million $, just run a stock rebuilt shortblock. Forget the stroker and all that bs, it makes no sense whatsoever to waste good, expensive stroker internals in a stock block when you can easily go 9s with 302 cui. Pretty much any decent set of heads will work fine, Trick Flows, AFRs, Patriot, Canfield, GT40, Windsor Sr. etc. Twisted Wedges are the only 2.02" heads that you won't have to notch the stock pistons with. Run an f cam and a Holley Systemax. It's up to you which power adder to run. Nitrous will work, but will be a little more abusive. Pretty much any centrifugal blower will get you there as well. A turbo setup would work very nicely too. You have the best chance of making the most power safely with a turbo. You really don't have to go crazy with the build. About 425rwhp and 116-118mph will run pretty well into the 10s with traction.
The tranny is 100% personal preferance. A pro-shifted 5 spd would be a hell of a lot cooler than any auto, and usually a little faster, but the auto would be more consistant, reliable and easy to drive.
