1967 stock air filter height

I've purchased two different brand air filters for a 1967 with an original blue air cleaner. Both filters are about 1/2" too tall so the lid sits on the filter and doesn't seal on the base as I think it should. It's a chrome lid with a "Sport Sprint" decal on it. The main body and snorkel are blue. I had the parts store double check the numbers and they say that's the right one for a 1967 with a 289. The engine is actually a 302, but I wouldn't think that would make a difference as far as air filter size....would it?
Is it possible I have a lid from one year, and an air cleaner base from another? Why wouldn't the filter fit?

Someone correct me if I'm wrong, but the type of carburetor you have on the car should be the deciding factor if the air cleaner base fits. The size of the engine doesn't matter.

For example, an air cleaner made for a 2v carb would not fit on a 4v carb.

A little more info in case it matters. I have a 2V carburetor and the air cleaner fits perfectly over the carburetor air horn. I agree, a 4V air cleaner wouldn't fit on my carb.
The filters I've picked up have the right O.D. and I.D., fitting inside the air cleaner just fine. It's the height that doesn't seem correct. If I can find a shorter air filter, would it be okay to just use that?

Yes.

On a side note, what was in the air cleaner before? You must be replacing something.

The air filter that was in there was also too tall. I figured whoever installed that one just got the wrong size, but I'm getting the same size from the local auto part store. Which makes me think the air cleaner came from a different year/model ford perhaps? The filter I have is (approx) 13" o.d., 12 1/8" i.d., and 2 3/4" high. I need one with same o.d. and i.d., but only about 2 1/4" high. Anyone know what model that would come from?
