Probably the mechanism. When you lift the lever, there should be a mechanical stop that you can feel at every position of adjustment that the lever will allow itself to be lowered down into.
The actual flip forward mechanism doesn't lock on the 90-93 seats. You can tilt the seat all the way forward easily. In a sudden stop, inertia will lock the seat backs preventing then from flipping forward all the way

It's been some time since I've looked at it. I do have an 87-89 seat in my basement with the seat coverings off so i'll play with it tonight and see if I can show a few pics of what to tie off.
So if you pull the trim off and look inside, there’s a little lever that rocks back and forth. Push it forward and secure it (a fat zip tie will wedge it) and it prevents the seat from flipping forward. It still moves somewhat though. Not a rigid lock
