Engine 1998 3.8 no start, alarm wont stop

I am new to this site but i am at a a stand still, I have a 1998 Mustang convertible with the 3.8 automatic, it has sat for 3 years in a out building on my land and has not been started in all that time.I went out and put a new battery in it this morning and the anti-theft wont quit going off,when i got in it and tried to start it I shot some starting fluid into it and it tried starting twice but now wont even sputter and the anti theft never quit going off,does anyone have a clue on this issue, I would really use some help,thank you all for your time

Setting for 3 years. Don't rule out the possibility of rodent activity.

Also don't rule out the possibility of state gas.

If the theft light is flashing then the PCM is with holding fuel injector pulse.

Here's a crank with no start check list. Pay attention to how the PATS system "proves out". Also note the part about confirming that the fuel pump primes at every key on cycle.

Note, The fuel pump must prime even if PATS does not prove out. PATS does not work by turning off the fuel pump.
