2000 gt chrome cobra wheels black center peeling

My 2000 gt has the mustang cobra wheels. The black [ powder coat ??] is peeling off. I think i just want to remove the black and just have it all chrome. Is their a way to do this at home on the car ? these are aftermarket wheels not ford wheels. I am pretty sure it is powder coating over chrome.
