2007 Dash Lights and Brake Lights Stuck

Hi all! Seems like my 07 Mustang had the cowl drain holes blocked and some water leaked into my electronics. The headlight / fog light switch (https://www.americanmuscle.com/ford-headlightswitch-0509.html) was fried so I replaced it. However, regardless of the switch position, the lights are stuck on! This includes the dash lights and the brake lights. I don't think it's a bad fuse because that would usually imply the lights not turning on, not them being stuck! Any suggestions as to what could be wrong? Do I need to do a "reset" of the electric system?
