A couple of questions/comments:
1. What size rim are you looking at and what is the backspace/offset? The backspace or offset will make a difference as to whether the tire you want will fit.
2. Your stock 15x7 rims will accommodate the 235/60/15. Remember the Foxbody's had a 15x7 stock wheel (both 10 hole and turbines) that came with 225/60/15. The 235s are only 5/8" taller than your stock 205/65/15 (26.28" vs 25.66"). You likely don't need any lift to accommodate.

Not sure what you are thinking about for a lift kit, but I have never seen such an animal. Just Mustangs installed on 4x4 chassis. Like this one I saw advertised recently...

Definitely not that. They are some spacer brackets for coil springs they either clamp down to lower or spread out to lift. They are for clearencing larger tires on vehicles like impala s so they can get bigger rims. Again I ha two ince rear wheels spacers to getter out there im looking for a wider foot pattern on the road to help on hydro planing . But still able to go down ruffer roads. I found a coil over set online but I question the manufacturer. But in my budget $375.

Actually if you want to reduce hydroplaning on water, you want narrower tires. Wide ones will actually be worse (larger area to float). It is the same concept as driving on snow. Narrower tire put more weight per sq. in. and helps push tire down through snow to grip, same in water.

If you are looking to use the rims you pictured above, the backspacing on those is usually mid way (or about 0 or slightly negative offset - pushes rim outward). You will probably not need the spacers.

As far as raising the front suspension, you will likely mess up the steering geometry and have very erratic movements over bumps and through turns. Don't forget 79-04 Mustangs like the front lower control arms level and parallel (or close to it) to the ground.

I drove an 89 Mustang down some pretty bad roads and never had an issue. Unless you're doing something like the Dakar Rally, you won't gain any improvement in traction or hydroplaning with a slightly larger tire.
