I think its the outlet. Its the lower hose that comes out of the water pump to the radiator.

well the problem is that the water pump on my cleveland has that hose going towards the drivers side, and the inlet on the radiator is on the pass side. Can I just get another water pump that will work with this motor (1970 2bbl 351c) that has the water pump hose on the right side, or do I have to get another radiator?

If you already have the radiator, its a three row, and is in good shape and not a cheap re-pop, then the best thing to do is have the pipe moved on it. They do it all the time.

ditto the above, if not, and you are set on replacing anyway go with a 4 row radiator and fan shroud. I did and have had no cooling issues whatsoever in the past 10 years since the install.
