66 fender hanging question

I got the kit on the link above. Where do the bolts with the square foam pads attached go? Also, what about the 10 washers? Are they to be used as shims?

never mind; google saved the day. It goes on the inside of the fender about half way down right by the door. Then is put through a loop and to put the nut on you go through the kick panel area.
