Its connected to the bottom of the upper intake manifold on one of the nipples? Thats where its supposed to be.
It is connected to the bottom of the intake but directly from the fuel vapor line no connection to a purge valve or canister

Yeah, you'll want the activated charcoal canister reinstalled with controlling solenoid, vs just sucking raw gasoline vapors into the engine without control

Found the solenoid how would I go about testing it to see if it's functioning it looks pretty beat might just get a new one along with the canister
Plumb It all up and run the codes. If it's bad, you'll get a code 85
You could also just use a 9v battery and some wire and touch the leads. It should click with power and then you can try blowing through it.
Red wire would be power, and it's hot with the key in the on position. The other wire goes to the computer which controls the ground. When it's grounded, the solenoid will click and vapors can pass through. With no power, it's closed
