94 Mustang GT EGR ISSUES

So on my 5.0 the egr valve is brand new I just replaced it to fix the idle but it still idles rough only when I put the vacuum line on and it idles poorly and sometimes dies but when I disconnect the vacuum line everything is fine what could this be?

The EGR is only supposed to open at part throttle, and should be closed at idle. The EGR works off of engine vacuum, which means there shouldn't be any suction on it at idle. If it does, the solenoid in the passenger fender may have gone bad.
 
Here's a picture from eBay. The EGR solenoid is the middle one with the green plastic hose coming off of it.
