The intake and cams will give you a good gain for the $.
The heads have a little more average cross section, and will provide more compression, right at 10.4-10.5:1.
I have a link in my signature covering the entire PI Headswap if you need to look up options.
Don't expect a crazy amount of power.
I raced my friend's 98 Gt right after the swap, and once I got at 3,000 RPM, I started pulling and put him out of my side view by the end of first gear.
i say got cams/intake. Heads get labor and money intensive, but it is a great mod. Not exactly a 5.0 H/C/I result, but far better than you can expect any other N/A route

IF you can get a deal on the heads then yes it is a nice mod. Even better if you do the work yourself. You will see 30-40 HP increases tuned. Base your decision on dollar per HP. For instance buying new the heads and cams will run you $1300 and and install cost of at least a $1000. $2300 bucks (before taxes) is a bit high for 40 HP. You can find a good used supercharger for that price and have it installed for another grand for up to a 150 HP boost. I paid $250 for some used Comp 262's, installed them myself and gained 20HP on a conservative tune. Bang for the buck there is great.
Knowing what I know now about the PI swap and etc. I definitely would've got the PI intake/ cams, and then the supercharger. If you do the whole PI swap, and if you get the heads ported and polished, your spending more money horsepower for horsepower, then if you were to supercharge it. About $1500 for complete pi swap= 40-50 hp or $2000 for SC= 120-150 hp.
