The 99s had a factory fix that should have been done to bring the power up to the claimed numbers.

I know that if there's a colored dot on your intake, that should tell you if the fix was done. If that Cobra had the fix done, it will have a dot on the driver side front corner of the intake manifold with a green dot representing an acid dipped intake, and a blue dot if your intake was extrude honed.

Run the VIN# by the folks at SVT (1-800-ford-svt) and inquire if the car has been in for the horsepower"fix." The vast majority of 99 cobras have already had the fix (btw - it is too late to have Ford do the fix for free now).

The '99 cobra fix consisted of: new catback, new intake manifold (look for the colored dot, as mentioned above in the previous post), and PCM re-flash. There may or may not be a sticker affixed near the radiator area indicating if the car has received the fix.

Run a Google search for 1999 cobra horsepower fix and you'll find plenty more info...g'luck!

No doubt that the 03-04 Cobra is a much better car, but whats wrong with a 99-01? My Mach 1 has the same motor, & I love the 99-01 Cobra front fascia, & interior. Not too sure about the IRS though, but I havent rode in 1 to see if its better or worse than the solid axle in daily driving.
