Adjusting TPS

I know i loosen the two screws, i just bought a volt meter, w/ a positive n negative lead, which wires do i put the red n black leads on to the TPS and is it key on car off and throttle wide open?

black to black and red on voltmeter to green on tps wires set with throttle closed to .92-.99

Sorry, I don't agree with the "close to .99 as you can get it" approach. My trial and error adjustments revealed that .54v works best on my car -- quickest return to idle, smoothest, snappiest idle, what have you. All .99v got me was mush -- a high, soft idle that didn't want to stabilize at lights and which was just generally spongey. I know the theory is that by getting right up against .99v you're supposed to get instantaneous response to an off-idle 1.00v-plus situation, but it just didn't seem like that to me. So my belief is that there is a best setting for every car, that may have nothing to do with .99v. Unfortunately however, it does not lend itself to the simplicity of the .99v method, since it is pure trial and error. It took me a long time to zero in on my setting, but I can tell a smooth, sharp idle from a mushy one. I do recommend an idle air bypass plate, since it allows you to set the throttle screw and forget it -- minor changes in idle speed are then accomplished by tweeking the bypass setscrews, allowing more air to bleed around the idle air bypass solenoid. That way, you can set the throttle plate at the factory setting, play with the TPS to your heart's content without changing the butterfly every time, and still dial in the idle speed you want without having to touch either the idle setscrew or, indirectly, the TPS.
