The striped one is probably the result of someone that was primering the car had some extra black primer sitting around and decided to have some fun with it. There is no excuse for that wing, however, in any way that I can reasonably imagine.

The other is probably the result of a Mexican buying a decent Fox from someone and then adding the tacky chrome accessories/lights and maybe the wing.
