If you want to discuss rusty floorpans, you are best off to jump over to the Classics section. They have all kinds of ways to deal with it.

If you can take a screw driver and push it through the metal, it needs to be replaced. Sections should be cut out and new stuff should be welded in.

A metal plate at the base will help distribute the load of the roll bar over a greater surface

A bolt down floor plate should have a similar sized plate on the bottom of the floor to sandwich the floor. I would not let a couple small holes be a problem. Some main hoops have an angle floor plate with a leg up the riser at the front of the rear seat area to give more bearing area.

When installed, you can also weld it.

I put new floor pans in mine from the firewall to the front of the back seat. It wasn't to much trouble. I just welded mine in all the way around and they are super sturdy. I think i only paid 250 bucks for the full set.
