Belt length and water pump concern

Let me start this off with my main concern, my coolant system is leaking from the timing chain on the right side and I can see a bolt is missing, so I wonder if thats because its possibly stripped out or not, anyways I recently changed the heater core and still dont have any heat, so yesterday I took the supply hose off of the core to see if its even getting coolant and it was, while the engine was running antifreeze was pouring out. So I reconnected it and still no heat, I took one of the smaller lines off that goes to the TB and nothing came out. I parked it on a slope and let it idle for about 30 and it never really warmed up. Couple of things I noticed is that there was no real circulation in the radiator and the upper radiator hose is soft. Maybe it just never got warm enough for the thermostat to open, and even on a hot day of me driving it stays at 180 ish. So is this a problem or not?

Second I have underdrive pulleys, all except for the alternator one, ford racing a/c delete and no smog pump, I've tried a couple different belt sizes, a 68" is too short to put on and the next size up is 69 1/2 and I have run 2 different brands and they both are fine when I first put them on and a couple days later they stretch enough to touch at the tensioner and rub. Is there anything I can do to take some tension off of the tensioner?

You need to change the way the belt is routed....then it won't rub on itself as it stretches

Follow the red routing

Ive also redrilled the pin hole and rotated the tensioner around
