What would be the best bang for the buck Alum head set for a mostly stock roller 302 with a cobra upper and lower intake? Stock bottom end 60,000 miles B303 cam.

For my money it would be either a set of AFR 165's, or Trick Flow TW 170 castings. The Ford Racing and Edelbrock heads won't suport quite the power, but they're still nice heads and a few hundred dollars cheaper at that. All will move more than enough air to turn that Cobra intake manifold into a bottle neck I'm afraid.
I agree with Brian but that's when the problem starts. Then you have heads that need a better intake. Which leads to getting an intake that can support better heads and then you'll want the 185s or a set of TFS heads. And THEN you need better camshaft. Just a general "car guy" problem but its a slippery slope unless you're going to be content with the 165/GT40/Bcam combo for a long while
