I've been trying to locate a Vista Blue, deluxe interior, manual trans GT down here in Louisiana. In my search on Ford Direct .com, I've learned that out of about 20 Vista blue 06 Stangs down here, 14 were in or around New Orleans La. As for whether or not they were damaged or drowned, is for the dealers to know. Out of the 14, I think 6-8 of them were GT's, three were manual trans cars. I'd be interesting to find out what will be done or happened to them, and the other 200,000 cars lost in Hurricane Katrina. :shrug:
 
The LA DMV has stated that process for transferring title on a total loss vehicle will be modified in short term: insurance companies may obtain power of attorney from vehicle owners without any notarization as long as the POA contains signatures of two witnesses. Period is 90 days from Sept 6 - must be accompanied by DPSMV form 1799. Typically any vehicle that has sustained flood damage (esp. salt water) to level of instrument panel will be deemed a total loss non-repairable. They will have branded titles, but buyer beware in case purchaser washes title in another state. A Carfax or similar will be able to trace the VIN history back thru salvage auction. NICB will also have record of salvage transaction. What will be dangerous, of course, would be purchasing a non-insured or non-total loss vehicle sometime in the future.
