My understanding is that with directional, the rotation of the tire determines how the tires are mounted, i.e. driver's side rotate CCW, passenger's side rotates CW. This would mean that you can't swap left side and right side tires once they are mounted.
The "mount this side out" as you describe would not be rotationally directional, it would just drive how the tire is mounted on a rim.
