big HP diff between a TFS intake vs an RPM?

It matters on the rest of your set up and shift rpm's! One is only better if you have the set up to support it!

I'm guessing that you are talking about the Track Heat versus the Performer RPM, right? I believe those are very comparable intakes. Choosing between them will, as R.J. writes, depend more on the rest of your setup. For example, if you are going with Twisted Wedge heads and TFS cam, then I'd say, obviously, stay with the same company (same for RPM).

But I think you might be splitting hairs here unless you are building up a hard core car.

Tell us more about your car, other mods you intend to make into the future, and how you use the car (DD, street/track, 1/4 mile only, autocross).

I have a track heat and my buddy just got a RPM for his 94. My TFS looks a lot nicer on the inside. He has a lot flash left from the casting inside.
