Boost bypass

I have seen a lot of things online about boost bypass. You can control it through the vacuum lines and through a tune I hear... what the heck does boost bypass do for you? Why would I want my boost to spike then come down at WOT? Could anyone explain it and offer suggestions on how to keep the boost level up if that is a good idea?
