This post is mostly for future searchers but any comments added are appreciated. I just completed #3 and it cured the last of my bouncing speedo blues.
Bouncing speedo fixes. I've used all three and each provided improvement.
1. Replace speedo driven gear.
2. Replace cable. (Mine was resting on exhaust)
3. Disassemble speedo gauge cluster and lube the speedo mechanism. Also the speedo uses magnets to operate and if they are not aligned then the speedo will bounce. I could hear scraping after I disassembled the gauge cluster and so kept tweaking and oiling it until it was silent.
It now operates perfectly above 20 and bounces slightly below 20.
