Brake and Clutch pedals uneven

1967 Coupe C4 to T-5 conversion, power drum brakes. When I install the clutch and brake pedal in, they don't line up. The brake pedal is closer to the firewall than the clutch pedal. The clutch pedal is hitting its rubber bumper like it should (?), but the brake pedal isn't. The booster is preventing it from coming all the way to the top of its travel. The only way I know how to fix it is
1. adjust the clutch pedal so that its even with the brake pedal
2. make the linkage from the booster to the brake pedal longer

I have the clutch adjusted per mustang Steves specs, the cable has a little tension on it. Just to see what would happen I adjusted it to where it was even with the brake pedal, the clutch did not fully disengage. How do I make the brake pedal come up even with the clutch pedal?
 
I have the exact problem as you. T5 conversion, power brakes and my booster doesnt let the brake pedal come all the way out with the clutch pedal either. lemme know if you find anything out.
