Brake Lights Not Working. 1998 Gt

Hello brand new to this site, my name is Lee I just purchased a 1998 mustang GT and one of the problems is the brake lights are not working, I've read thread after thread nothing fits my exact situation, so I guess I can start by what I have done so far. The tail lights and blinkers work fine just not brake lights.
-I've replaced BOO switch believe I did it right but who knows
-tried brand new bulbs of course it was my first attempt at the problem.
-also very important I bought a test light and sometimes I get voltage to the BOO via test point, and sometimes it goes away. Fuse 9 is good. No power output to either switch new and old.
What am I missing here??? Help please..
