Brake Pedal

Just replaced master cylinder(single bowl) on a 66. Used the original replacement push rod. Bench bled cylinder and all lines also. The brake pedal does not want to return all the way even with the clutch pedal. I do not see any place that a spring came off. How do I get the pedal to return up to the stop bumper after it is pressed down? Please help
