Brakeshoes setting up and testing

Hey guys and gals i just finished putting on rear brake shoes on my 4 lugger , but 1 question is how to set them up, i know from under the car theres a rubber piece that i take off an set it that way or is there an easier way , when trying to spin the wheels with the back of the car off the ground and tap the brakes the wheels dont spin there tight , is this correct or should they be spinning when the cars up? the brakes feel fine but the other day i tapped on the brakes and locked em up , can someone explain to me whats the best way to set them up and how they should feel, from what i read in other peoples posts the brake setup on a fox sucks but i can't afford a new setup at this time. thanks a bunch!!
 
use a brake spoon [i think thats what its called]take off the rubber plug you mentioned and tighten up the adjuster while listening for the brakes to bearly touch the brake hub.
