if you're going to do it by by hand you need some no.7 brand rubbing compound, it comes in a green and white can like a paste wax, they have a rubbing compound and a polishing compound you'll need the rubbing compound but you can use both if want.
I've used this stuff before I got a buffer and it does work well. A cheap orbital buffer works well enough to save you some sore elbows and pecs and won't burn paint.
I use a wool pad and a buffer with 3-M products using the methods that bnickel spoke of and yes you can get great results.
If you remove the damaged paint off the top you get to nice paint under it. Just don't go to far.
The biggest thing is to stay away from the edges. They lose paint the fastest.
