Engine Broken Smog pump bolt

An easy job seems to have taken a turn of the worst. Attempted to remove my smog pump this morning and despite penetrating oil the top bolt broke while trying to remove it. I'm hoping ya'll have some ideas for how to proceed but the situation seems pretty dire.

#1 try an easy out bit
#2 if possible weld a nut on whatever is still there and remove
#3 drill it out in steps , start small and work up till you can use a tap .
#4 leave the smog pump off.
 
Thanks for the replies. It broke about an inch in from the head. Drilling it out w/ an extractor set is about the only option but I think both the fan and radiator are going to need to come out to have enough clearance to get the drill in there. I was hoping for some genius wisdom but I'm not seeing another way around it.

Its the stock radiator and fan so I might as well swap them both out while I'm at it.

If you have an inch of stud can you double nut some nuts on it?? Heat it up, try the wax treatment, then work it out...
When welding a large nut I watched a guy use some large copper washers then put the nut on top of it... Weld it .. The copper washers will prevent any of the weld from sticking to the block...
