Yeah but say it needs a total rebuild even just to efficiently make it to Target and back? If that $1300 is his whole wad he'll end up with a $1,300 piece of yard art.

If that's all he has he shouldn't be buying it. Can part it out for much more. If it was local to me it would already be torn down to nothing.
