Bypass or disable PATS??

Is there a way to disable or bypass the PATS system?? I have a friend who is building a '66 Shelby Cobra kit car. He has 4.6 out of a '99 Crown Vic. It won't start b/c the PATS is disabling the plugs and injectors. He only has the computer,,, no steering column or keys. Is there a way to disable or bypass the PATS??
