C4: Hesitation When Shifting Into 3rd?

69 302 2v C4:

Shifts great at light throttle or wide open but at 50%-75% there's a slight hesitation before it shifts.

Any ideas as to why?

Possibly the passing gear out of adjustment

Maybe you dont pull enough vacuum at that throttle range?

Hmmm, not a bad theory.... You're talking about the vacuum on the modulator, right?

The previous owner said he put one in but it's "mild"...
