Calif Smog Question w/ engine rebuild or swap

Hopefully someone can answer this question for me. If I were to rebuild an engine to make 300+ HP on say a 1968 Mustang, would it still be smog exempt and need after market smog controls? Could you put on headers? What happens if you do a engine swap with a later model V8 say a 2004. Would it still be exempt because of the model year or would it require a smog because the engine is a 2004?

I want to do Auto Cross and HPDE racing and I don't know if a 68 would be a good model to do it with. Otherwise I want a 2006 Mustang GT.

Watch out for the "smog patrol". Technically, your engine for the 68 "should" have all the original equiptment on it to be "street legal". Mums the word.................

All vehicles made before 1973 don't need to be smogged, so you're good to go with whatever you want

Yes, you won't need to be smogged, but a word of caution, if the man pulls you over and looks under your hood and knows what he's looking at, you might be screwed if you modify you motor. They're doing that to lot of the cars who participate in street drags and confiscate their cars to be crushed.

Our "governator" signed a new law that requires 1976 and newer car to be smog tested, and if I remember correctly, it's not a rolling 30 year thing anymore.
