I wish! I'm in Roseville. Though I spend time in Oceanside 3-4 times a year.

The best thing you could do is stay in Washington I lived in California for 20 years and the best decision I ever made was to leave.

if you can find a plaque of some sort from a carb approved header, then just weld that onto your current header so there is no question if its legal or not to the smog tech.
