can timing chain stretch cost hp/tq?

My engine and chain have 116,281.03 miles (but who's counting? :D)
I swapped in the bolt-ons below in July, but didn't swap the cahin as others' suggested. The car seems a little lsower than a few months ago, but I don't have any slips or dyno's to back up my "feeling".
Either way, the ultimate question is as stated in the title. Could stretch lead me to a SOTP loss in power? I suppose I should replace it anyway, but would I feel a difference?
 
It's been my experience that the timing chain stretch itself isn't enough to effect power. However, a stretched chain will often be loose...too loose and you can jump a tooth or 2 on the pully....THEN you'll notice a loss of power and it won't run as well.
