Invest in a Dremel tool and a full kit of polishing/buffing attachments, a set of intake manifold and throttle body gaskets, and lots of quality metal polishing compound. Unbolt the whole assembly and spend a few hours buffing/polishing the snot out of it. Done properly, you can get it to shine up almost like chrome. Then clearcoat it with some high-temp engine paint. That, or just unbolt it, sand and clean it thoroughly, and then shoot it with whatever color of high-temp engine paint you prefer.
Figure on it taking most of a full day or, if you really take your time, a weekend. Cost would run probably less than $20 (for maybe two cans) if you just go with the colored paint method.
