Car Not Warming up like it should (choke)

The car doesn't raise its RPMs when its cold to help warm up...like a choke on Carbs

Also i've noticed sometimes when starting the car after youve driven it...it starts before it acually should...Like instead of turning over 3-4 times its fires as soon as you hit it, and shutters around 300-500 RPMS then jumps to idle...

Any idea?

Well, the idle up should only be for 20 seconds or so right on startup. ALl the 5.0's i have worked on never idled more than a few seconds at a raised idle before they settled down.

it doesn't idle up at all...when it starts normal it'll shoot up to about 1500 then settle....or do like i said earlier when it strarts b4 it should
