Car refuses to enter keyfob programming mode

Hey all,

So I've recently purchased a 1998 Mustang V6, and have an issue with the programming steps for remote programming. I have the trunk 'liner' pulled away, with access to the two pins I need to short to get the car to enter learning mode. However, when I short the pins, nothing happens. I've tried doing this with a variety of metal objects like screwdrivers and small sockets but nothing seems to work. I've also tried with the car in battery and with the engine running. Anyone have any advice?

To confirm the ignition switch is in run or ACC? Confirm that the doors do not lock and unlock when shorting pin is shorted. Confirm IF both doors will lock/unlock using the door key.

NOTE: The remote keyless entry module erases all previous keyless entry remote transmitters (15K601) from memory when the keyless entry remote transmitters are programmed or reprogrammed. The remote keyless entry module can store up to fourkeyless entry remote transmitters in memory. All keyless entry remote transmitters must be programmed (reprogrammed) at the same time.

To program (or reprogram) keyless entry remote transmitter into the remote keyless entry module, perform the following steps:

Turn ignition switch to RUN or ACC position and momentarily short the two terminals of the Program Connector (two-pin connector next to the remote keyless entry module. Remove LH luggage compartment trim panel to reach the connector). Both doors should lock and then unlock. Remove shorting pin.

Press any button on keyless entry remote transmitter . All front doors should lock and then unlock to verify that keyless entry remote transmitter has been programmed.

If door locks do not respond, press button again (up to three times maximum with the same keyless entry remote transmitter ). If door locks still fail to respond, go to Pinpoint Test A.

Repeat Step 2 to program additional keyless entry remote transmitters into the remote keyless entry module (up to a maximum of four keyless entry remote transmitters ).

Turn ignition switch OFF. Both doors should lock and then unlock.

Check operation

>>pinpoint test A step A15. This gives me the impression that it's a shorting PLUG. Not a shorting terminal(s).
A15 CHECK FOR SHORTING PLUG/KEYLESS ENTRY REMOTE TRANSMITTER PROGRAM MODE

Check that shorting plug is not inserted into program connector.

Is shorting plug in program connector?

Yes	No
REMOVE shorting plug from connector. RESTORE vehicle. RETEST system.	GO to A16 .

I'm certain that what I'm shorting is correct, as you can see there's the keyless entry module behind the metal shelf/sheet, and the small grey box up at the front is what I'm instructed to put a paperclip across both terminals. And yes, both the manual and power locks function as intended on both boxes. If the car has the module, then it confuses me as to why this doesn't work

Are you sure that the two wire connector isn't actually two pieces? And what you are supposed to do is to separate the two pieces, turn the shorting plug around and insert the shorting plug into the connector?

Can you elaborate? Do you mean there's a plug that I'm supposed to take out of the module instead of just shorting the one that's visible in the first image?
